I had to rotate about -1 degree to straighten it up. This photo seems to be screaming, 'Crop me!', but I don't like the cropped result. Perhaps the solution is to reshoot with the clock on the third instead of the center (why do I only realize that after the fact!). Any suggestions?
I think you identified some of the things that would make this a stronger image. One other aspect and perhaps the most important is the time of day and the resulting lighting. The lighting is coming strongly from the right. This leaves the face of the clock in the shade and in stark contrast to the bright sky. Your evening image had more appeal to it primarily because of the lighting. Catching subjects like this as dusk is usually the best. You get a lighter sky in the background and often the subject will be lit giving you the best lighting for every element of your photo. Experiment with taking shots at the "golden hour" (early morning/sunrise or early evening/sunset) when lighting is softer and more colorful. Lastly one other thing to consider is experimenting with your composition and formatting. Take portrait and panoramic formatted pictures. Also for tall subjects consider leaving a little bit of sky above to highlight their sense of height.
