Hi Christopher,
Ok... not sure how much you're familiar with photoshop, but this is how would do it.
When opening a new blank canvas; 1. make the width and height of the canvas about 100px greater than the size of the image that will go on it. 2. select 'black' as the background colour for the canvas. 3. Hit ok and the new canvas is ready.
Adding the image to the canvas; 1. have the image open in photoshop. 2. with the move tool selected, drag and drop the image across to the black canvas. 3. center the image - you can use guides by clicking in the top or left ruler and dragging a line out to position.
Creating the white line around the image; 1. With the image layer activated, make a selection around the edges of the image. 2. Make a new layer, then go to Edit -> Stroke 3. In the dialog, select 1px/Center and make sure the colour is white. Click ok. 4. Ctrl + D to deselect, and viola!

The easiest way that I've found is to go to Image/Duplicate Image, close the original and work on the copy. Then select Image/Canvas Size and increase the size by whatever(the smallest is 2pixels, which gives you a 1pixel border and make sure that it is larger than the image you are working on) then you need and select a color and click OK and you can do this any number of time to build a frame with matts and cuts and when you have the frame to your liking you can duplicate the layer by dragging it onto the page icon at the bottom of the layers panel (usually located right/bottom screen) and apply a bevel and emboss... Layer/Layer Style/Bevel and Emboss. After this you can open a new canvas... File/New and make it 20pixels larger horizontilly and vertically and select and drag the image into the new canvas (white background) and apply a drop shadow... Layer/Layer Style/Drop Shadow... experiment, you'll be surprised what photoshop can do... but don't forget to always duplicate your image before you begin so you don't stuff the original.
