The solution for your problem was to take this photo in some other part of the day, the best at "blue hour" the time just after the sunset, when the city lights are already turned on, but there is still enough light "in the air". By photographing on that time u can get some stunning night pictures with still beautiful blue sky.

hi joe. the effect with the flowing water here is excellent. however, as you mentioned, the lion is overexposed. several ways to fix, or reduce that problem in photoshop, are you aware of them? something i've been trying to do as well. however, most of my shots are bracketed now, as i want to get the image right when i take the photo, lessening the need for fixing afterwards.
at any rate, this is indeed a nice photo. as you say, give and take.... warmest regards ~ james

Good compromise with the exposure - can be difficult sometimes. There are ways around this problem, but they take a lot of time.

A ND (neutral density) filter will allow for a longer exposure, so you can get that frosty looking water, and still keep the Lion from being too bright.
