What a fascinating composition - very creative and clever.
You asked me about frames, [Riny's on upload] yes it was done in PS. Not sure if you know about using the drop shadow etc. I will try and give quick answer, if you need to know more, let me have your e mail address and I will try and give a more detailed explanation.
Select All, - layers - new layer via copy.
Edit - Transform - transform to scale. If you hold the Caps down while you do it, it gives keep the scale. Reduce until you have the border you need. GO back to first layer - selectm- Filter - Blur - Radial. In radial blur you will find zoom. Put to whatever % you want . [and play with colour tones if needed].
If you right click on the top layer you will get be able to select Blending options. Try at first just putting ticks in the boxed down to Bevel and Emboss and see what you get. HOpe this helps

makeup is a matter of personal choice :)
I don?t usually wear that much eye shadow as I told rawabi, I just love to try and experiment! And go through makeovers every now and then! If I cant do that when im 23 when will I try?
I added the flower because I was wearing hijab (covering my hair) and I didn?t want the image to be sharp and full of details, im trying to convey my feelings

Thanx for the comment! I don?t usually use this much of eye make up but I was getting ready to go to a wedding ;) and felt that I nailed the make up this time! U know how things go and sometimes the same eye shadow look better than other days, when your eyes look as if someone punch u I call it " a bad eye shadow day" lol
