Hi Huw,
I invested in the Cokin P series of filters recenly, mainly for the Grad filters as you can't really emulate their effect in Photoshop unless you take 2 or more shots.
The 2 stop filter just reduces the light you get by 2 stops - so when I set the camera to the lowest ISO setting (100) and the smallest aperture on the lens (F22) I got about 1 second on the meter.
Putting the filter on sent it to 3 or 4 seconds - that's how I got the blurr to be so full. I also did the reverst and got a shutter of 1/2000 - that was interesting to look at but nowhere near as aesthetic, more a scientific shot!
So in answer to your question - with the COKIN system you can get grad filters that double up as ND filters and that will really help capture motion on a brighter day. I enjoy using them and they are relatively cheap to buy - far cheaper than a new lens!!

Nice picture, conveys the power of the falls - am interested at the use of the ND filter, do you find it works for situations like this? I have been shooting w/o a filter and it needs to be at dusk to get the effect you have here. This could help me considerably, hadn't thought of this relatively simple solution before *doh*

I think it was more like 2.5 seconds, but on the drop-down they only have full stops so the nearest was 5.
I also had a 2 stop ND filter on it to cut the light a bit.
It was about 5pm, the sun had ducked behind the trees at the time.
