I first heard the term from my brother. It describes real estate developers who after greasing the palms of local politicians, come in to well tended (and newly restored) neighborhoods and erect their soul-less multistory monters.
We have these guys in Japan, too, and to get reluctant sellers to part with their land if it would interfere with their building plans, they are not above using the local Mafia (Yakuza, we call them) to harass people. Nice piece of journalistic photography, George.
I think that this is a good photo example of the mismatching that happens when new developers move into older towns and cities...the total lack of respect for the surrounding enviroment is totally evident here, in just the scale of the forground buildings, not to mention design, color, etc.
