Yes Kelly they're head bands.
this was from s store in NYC, one of those expansive ones on fith avenue off 57th street.
Instead of having a larege window display they have small window with picture frame around it on seemingly a giant wall of marbles surrounded by other concret giants. I don't think they are there anymore, this was taken more a than 10years ago.
It really looked like that just around sunset, it seemed odd at the time.
