Two photos are always featured: one where a good (as in thoughtful, useful, constructive) critique had been given, and one by the author of that good critique.

How is it that David Yates critique was any of these Matej? See his comment on the following picture, does not fit the category of: thoughtful, useful, constructive

Based on the information publicly available, I would say that David Yates was the recipient of a thoughtful critique by Betsy Hern, which is why Betsy's image you linked to is featured (i.e. it is featured in recognition of her comment to David, not because of David's comment on the image).

After the pictures in the Featured Critique changed only a few moments ago I can see that Betsy has made a very good critique of David Yates photo "the bloom of youth...".
This was very hard to see when only a few minutes before a picture from a different person was there, these critiques were nothing special.
