  Q. Fixing film and prints

I have been fixing my film and papers for the Mfg recomended min and max times. I haven't noticed any differences, what happens to film and papers,(RC & FB) if under and over fixed.

If underfixed, you'll get some 'milkiness' in the emulsion if it's severe. If it's a mild underfix, your print will darken a bit as the remaining silver halide is exposed and reduced over time.
If overfixed your print will lighted up a bit. I've found that using normal fixer (sodium thiosulfate) it's hard to overfix, but with rapid fixer (ammonium thiosulfate) it's easier to lighten the already light parts of a print.
