The blue tones make the photo very mysterious! Just like you've been waiting for someone particular to cross the bridge to photograph him (or her).

Imteresting lighting and the idea of the traffic flowing through works well but the foreground's a bit lacking. Some more of the river flowing into the image would have made it.
