It is hard to tell what is the subject or a story this photo is trying to convey. I agree that the building itself appears to be attractive, but the direct sunlight around noon is not a good time to take architectural shots, there are exceptions of course, but this is not one of them. Sunrise or sunset, dusk or dawn are much better fot this purpose. Besides the building seems to be leaning backwards. This is probably due to low camera angle. This picture is cropped to tight, the top and bottom of this building are not included in the frame. I have to compliment You on the color of the sky which looks nice and saturated for this time of a day. I am not writing this to judge Your skills in photography. This is only about this particular picture.
