Mary,

The moats were, of course, drained. They left them in there so they had sun and grass to graze on, and they were kept from wandering and interacting with the tourists. They went to great lengths to make the place feel authentic, including populating the fort with livestock.

Kept in the moat? What I thought I knew about moats, they would not be an inviting kind of place to leave, even if you were a goat.
