I don't know if you went to the Farmers Market area called The Grove, but I've had the same problem there, the owner is afraid a developer will use his ideas? so can take images of people there but not the architecture. Since it is a shopping center they can inforce photo restrictions. I wonder if the government will do the same with mount rushmore and charge us for taking shots!

An interesting story with this one...There was another photographer there with me ...as we were shooting a security guard came out of the building and asked if we had writtem permission to take pictures of the building...The other photog hemmed and hawwed and I reminded the guard we were on a public sidewalk..he went away..thanks
