As previously suggested, you could use NeatImage. There is a free version of it that I use sometimes.
Another sugestion (don't know if it would work) is to use the "Smart Blur" filter in Photoshop.
"Making it worse" is also a pretty good suggestion. It may add mood to the image. You could try one of the "Add Noise" filters in PS.
One last thing: from the file size, it seems you used quite a lot of lossy JPEG compression. Why not save it with a higher quality setting?
It is a pity that your negative was damaged in this way. Have you tried re-washing it to get rid of the marks?
The only time I had negatives developed in India they ruined them with scratches etc so it is an experience I am highly unlikely to repeat (especially since I have gone mainly digital now).

Beside this excellent composition, I found the contrast is very nice, Subhash. Perhaps you could remove the noise using neat image and unsharp mask afterwards...

In spite of some noise I like this one a lot ~ gorgeous layers! I have been recommended neatimage.com to reduce noise, but never tried it.

Wonderful shot!!! Great view, tones (love the blue..!!!)... well captured!!! Too bad about those watermarks, you could mistake them for mist... ;-D!!! The only thing I can come up with, is to make it worse... add grain... I've had a go at it... see for yourself... but if it's an improvement...

Beautiful scenery and picture, Subhash. Have you tried everything to reduce noise? Maybe to use a higher resolution in scanning? I like it as it is.
