Really easy Dot,

In PS, Make a copy of they image, now goto levels and pull the right hand slider to the left increasing the white levels. Now paste your original back over the adjusted. now use a soft brush with the eraser tool (set opacity to about 50%) and brush in the whites of the eyes to your liking....
