Shallow DOF is achieved mainly by ensuring you use maximum Aperture setting. So you normally have to ensure you have control over both aperture and exposure.
It is probably easier to get a shallow DOF when the available light is poor. In this situation the camera may be struggling to get a well exposed image and most autos will maximise the aperture (smallest F number) and THEN reduce shutter speed to the point where the image is reasonably exposed.
In better light conditions controlling the Aperture on an auto or manual may be more of a challenge if minimum DOF is required. You can use Aperture priority and set it to the lowest F number or I prefer to set both to manual with the lowest F number and then reduce/increase shutter spead until it is slightly underexposed.
