Armando: Thank you for the correction of the bird identification! I truly appreciate it. In the U.S., the bird is called a Northern Harrier rather than a Marsh Hawk but it is indeed a Circus cyaneus. The refuge was full of them but I failed to look it up in my Sibley's Guide. My apologies.

Excellent picture and Dof my dear friend, but I should say you that that it is not a red tailed Hawk (Buteo jamaicensis), it is Marsh hawk (Circus cyaneus)
