This is a very 'busy' scene in more ways than one.The motion blur would have been much more effective if there had been one solidly stationary figure in the scene to give it context. There needs to be a central point of focus to draw our eyes in but it is absent here. Did you make any attempt to control the very contrasty lighting post production? Sory to be so critical but with a little more patience and forethought you could have obtained a satisfying image here.
