Nice shot! The shutter speed is perfect for that wonderful effect. The tonal range is nice and the composition works with a great lead-in. There does seem to be some artifacts at the left though. Perhaps it's the scanner?
Neat image, Sean. Have been wanting to visit Watkins Glen for a while now, and this reinforces the desire. It's moody and romantic, by my way of thinking. And I love the light-traces from the water drops on the right!
My only suggestion would be to tweek the rotation just a touch more (I see that you have once already), so that the water is falling straight down. Use the select tool to check for verticality and then re-crop it. Right now, it seems top-heavy because of the left-lean.
Also, something seems to have gone wrong with the scan or the negative, as the left side is discoloured.
It would be worth a reshoot if you can get there again. Just my $.02.
