I don't think I'd cut the flowers off - but I do think I'd change position a bit so the bush didn't obscure the Capitol. I think this perspective is pretty good, and the vegetation is an effective frame - but I think that bush covering the Capitol is just a bit too much. You did a pretty good job with a boring sky and horrible light - you should go back some time sometime at dawn or sunset - I've got pictures with a pink, gold, and lavendar Capitol. The light can make a BIG difference.
