Levels refers to the the absolute black and white in an image. Open an image in Photoshop. Press Ctrl-l or go to Layers > Add Adjustment Layer > levels.
When you look at a histogram, the left edge represents pure black, and the right side represents pure white. If the outermost edge of the histogram does not reach the edge, (fig 1) then you adjust it by grabbing the white or black point adjustment and sliding it until it does (fig 2). when you press enter to accept the changes, your now have complete contrast in your image.
As The Man (Ansel Adams) would advise, all landscapes should some spot of pure black and pure white. There is a really good online class about levels that in a few minutes, would explain all this:

Hi Paul. Thanks for the comment. I have to admit that on my screen, I don't see a whole lot of difference on your version... just a tad bit lighter. I'm not very experienced with PS so could you tell me what you mean by the levels being a bit low? Thanks. Gary
