I developed a custom "filter" using a tool called processing, built on java. This filter takes the RGB from a pixel, and then places circles that in area are the same amount as the RGB values. there is a randomizer element to the placement within each square, and it accepts multiple passes for a little more blurriness.
I can document the code if you want to download processing from processing.org and try it yourself.
