If you look further up in the comments you can see exactly where in the garden this one was shot as I put the full photo in for another critique.
I think the 'ice' you are seeing is the reflection of the water in the marble sides? Or maybe I'm not looking at what you are seeing?

Hi Quix...Oh dear you beat me to the Bookshop crack!!I think you have been working with me too long!!Pardon my ignorance but which bit of the Garden is this in?I'm intregued by the pieces of what look like ice or glass at the edges between the 2nd and 4th steps?? Oh and yes ..the picture...I love it...well(pardon the pun) it is water isnt it!! ps as you know I also like wood.

Hi James.. thank you for the comment. This is a water feature at The Alnwick Gardens and actually runs between two stairways... full photo attached.
