hmmm. I think too much gaussian. but, I think I see where you're trying to go with this. if using PS, after applying the blur filter to a layer copy, go to Edit > Fade Gaussian Blur, then turn it down to about 40%. if you don't want the eyes affected simply use the eraser tool carefully in those areas. see what happens. apologies if I've overstepped the mark here.
