Q. Photo project of the month

I was wondering why this category always shows the same 4 or 5 photos over and over again?? I noticed the same thing with last months project. Is there no other photos that deserve to be shown there? I know of at least 4 other people that have submitted to the the current subject and I'm sure lots of others are trying but the same photos show up every day.
I'm not familar with the rules here and maybe I'm asking a question that has a simple answer?????
