i wouldn't build it yourself when you don't have to. i'm assuming your running a *nix based server.
there's a number of packages that you could download to allow your users to post pictures. one is gallery [1]. another option is to use a content manaagement system like movable type [2].
if you want to build it yourself, make sure that you have all the required php libraries and mysql installed. phpbuilder [3] is a pretty good resource.

Before you set out working in any toolset, make sure your hosting package has support for that (or you can and are willing to pay for expanding it to do so).
More than one person has created a fantastic website in X only to find that he could not use X on his website when he wanted to upload it all.
Other technologies you can use are JSP and ASP with some database attached (for example, those are the most common).

I built a site for my camera club here in the LA area. It has both a members gallery and a visitors gallery and other interactive areas people can upload images and articles etc...
It does require a few special applications on the server but nothing that strange. This one is running on an ASP machine with MSSQL, but could easily be done with PHP and MYSQL on a nix based server.
