  Q. Variable ISO.

If I use in a dark night shot with high ISO value (like 400) the picture will be so bad (I need to use low ISO value). In a sunny day shot with high ISO value, will be the same!
Which the mean of variable ISO if the lower values gets better pictures?

Generally, this is true. A higher ISO value on a digital camera will give you more "noise," just as faster film in a conventional camera will give you more grain. On the other hand, a long exposure will also produce noise on a digital camera, so in low light, you have to decide which works better on your particular camera.

Try a test. Photograph a scene at the ISO 400 setting, and then photograph the same scene with the same aperture and slower shutter speed at the ISO 100 setting, and see which you like better.
