You can try kodak fixer tank cleaner, or order this stuff. It is meant for roller or auto processors but should work fine for manual tanks. http://www.cpacimaging.com/dchemclean.asp There is also a tray cleaner that will get rid of the silver buildup in developing trays, it is for use in the graphic arts darkrooms but works well with developer and fixer cleanup, it is made by Nacco checmicals. Nasty stuff, but it works.
Jobo also makes something called processor clean that gets rid of the mineral and chemical deposits in the water bath of their processors, it may work with the stuff in the tanks as well.
I use the jobo tanks and the jobo cleaner hose that pumps the water back into the tank for washing. After a half hour of water running through the tank, I have no problem at all with any residual chemicals on the tanks or reels. They are spotless.
