Okay, I don't mean to laugh...but....HAHAHAHAH! That exchange was priceless!

I downloaded a trial version of corel photopaint X and tried to do it with one of my photos.

-Click on the paint brush tool.
-Select the colour you wish to use.
-On the top there will be a bar with tool settings.
-Set the opacity to 50 or less, depending on how bright you want the colour to be.
-Use the brush to colour the area you want, but make sure you don't lift your finger off otherwise it overlaps and will look weird.

Or you can use the selection tool, change it to Ellipse and then select your eye and use the paint brush as above to fill in the eye to make sure you don't go outside the lines.

That said, you need to take some time and energy into playing around with all the tools. That's the only way you're going to learn. Most of the tools are simple to use and within about ten minutes I had figured out where most of the commands I needed were.

Open an image and start fiddling around and you will quickly learn what each thing does.

By the way that doesn't mean that you can't ask for help but reading tutorials on the web and experimenting with programs are the best ways to learn.
