Moderators choose images based purely on whether they like them.
Images must be technically good as well, so something that's completely out of focus is unlikely to get attention, and neither is something where the horizon is tilted (unless in both cases occasionally when it's clearly done intentionally and it works well).

So there are 2 criteria: it must be a well executed photo, and one or more of the moderators and editors must like it. Most moderators are extremely sparse with awards (handing out only one or two a month maybe), some are more generous.

You may in time find out who they are (or some of them), but overall they try to work mostly in anonymity to protect their independence and impartiallity.
All or most are people who've been members for a long time (years).
