The only thing I'd do Tom would be sharpen it a bit more for the site. I'd bet it's tack sharp before downsizing. Also with a large (50px) feather on a selection of mostly the leftmost tower and the cross in the center I played with levels and just brought them up out of the dark a bit.

Police Car & aperture for lights: I waited about 40 minutes for the police to leave, but since there were a lot of players there, no luck. I guess I could have cloned it out, but that would have been a lot of work.

With digital, starring is a compromise. At f/8, it's generally way too much. I've found that 4.5 seems to be a good compromise in many situations where there are spotlights that are much brighter than anything else.

Cool. Would love to see this shot a little earlier, when there's still a deep blue shade to the sky instead of the complete black.

This is a much-photographed building, but the Super Bowl lighting is certainly an interesting twist. I really like the fountain water in this shot; that, and how you've managed pretty much obscure the fact that there's a parking lot between the fountain and the building. Which leads me to the police car: I can't tell if it's parked or not, but if it was driving by, I would have waited until it passed.

I love the Prado and shooting there at night is always unique. I'm surprised by the starring effect on the lights at F4.5.

Usually, they will appear round at this aperture. It maybe a digital camera thang. Nice, balanced compostion.
