Hi Karl, I can think of three ideas here, two in the field and one in post proccessing.
1) Use graduated neutral density filters. (ND Grads) You might be already familiar with them. They will darken the covered area of the lens (usually the lighter sky) by .6 to 2 or 3 whole stops. This wouldn't increase contrast, but would help to avoid blown out skies & backgrounds.
2) Take multiple exposures & mask them together in PS. Several darker exposures could have been taken, and then masked over the top of the photo in PS. This would improve, but also wouldn't increase contrast dramatically.
3) Adjustment layer in PS. Using masked adjustment layers in PS to increase saturation and contrast in the top region.

I battled with the sky - shot could only work at noon, so I worked with the yellow as much as possible. Tried again with late afternoon light, but the yellow was not true. This shot was part of a comission by Canola farmer, so the yellow was vital. In general I have a problem with the sky here in South Africa - the contrasts gets me regularly. Any suggestions ?

Nice use of layering Karl. The sky seems a tad bit washed out in comparision to the foreground, but it doesn't really detract in this case....some puffy white clouds rolling through the sky might have improved...but us lowly humans seem to have little control over the weather.
