Megan,
Thank you kindly for your comments on this image. There's no simple answer to what I did to the image, as it wasn't as simple as a single filter that did it all for me. I managed to dig up the psd file for this image which still contained all my layers. Stepping through each layer I tried to determine what filters are effects I had used because quite frankly I could not recall as I did this image about a month ago.
All up the image involved 19 layers. The filters used included:
-Glowing Edges -2 different Fresco layers -Diffuse Glow with grain -2 different Stairs layers (a Nik Effex plugin) to produce the layering effect that can be seen on the fingers -Gaussian Blur -Ocean Ripple
Along the way there were also other layers for levels, curves, colour toning, restoring the definition to the hand, sharpening, etc. Several of the layers used differing blending modes to create the desired effect.
As for the original file, well you can see by the attached that it was a pretty plain image. A simple silhouette of a person reaching there hand up against a diffuser. :)
Hope this helps, thanks again for your comments :)
Scott

Scott,
What a wonderful abstract image. When i first saw this i thought it might be a photo of a painting. I too am really interested to know what you have done to achieve this effect and what the original photo was like. Congratulations on an excellent image.
Megan.
