Avi it is a filter in photo shop, if you go to filters/render and in render is one called fibers, it will cover your photo but when you go back to image you can make changes in the opacity

A beautiful photo overall, wonderful subject (boat) which has beautiful colors and textures. The clouds reflected in the water and the flowers surrounding the boats bow really bring it out even more. Alison
