It's just a question of getting the smallest amount of light possible since most fireworks (like in the case above) are very bright. The trick is using small apeture, long exposure and low ISO.
Most of the time I shoot with apeture f/13.5, shutter speed of 4 secs and ISO 100 or 64.

It may be a bit harder for the caves under Valletta as these are not open to the public... but I do have a couple of shots taken in man made hypogea at Rabat...
