Or maybe there's a "kinder, gentler" explanation: a kid dropped the bear getting onto the bus...someone kind saw it and, feeling bad for the child, hung the bear up high on the fence in the hopes that anyone searching for the bear would be able to spot it easily.
I love the clarity of the image: there's that very distinctive texture of a well-loved toy.

Thanks, by the way, for your proposed edit of my Maddie picture. It looks much better your way. Why didn't I think of that?!
