the title of a photograph isn't all that important .

I'm not sure I am getting the story here. You say this image represents a time after some flood. I don't get that at all here. Looks like a coat hanging on a fence. And that is what you have to do with your photography. Relate what you are trying to tell better. I could see this as a very nice intriguing image. Better exposure and better printing as well as better framing of the subject. Is the subject the coat? Or the fence? Or the building? That is your task. To tell what the scene represents with the image. There is a lot of detail here that isn't being utilized very well Sylvia. You have something to say here and you know what it is. Now think about how to use the objects here and tell it.
