Yes - the mantra is engraved on the wheel as well as placed inside. They have rows of these wheels going around temples or even along trails in the mountains. As you spin the wheels the prayers are supposed to travel through the world. The same goes for the Tibetan Prayer Flags that flap in the wind and the wind carries the prayers.
