Jon - This photo is from the backside of the courthouse. As you can see they were (and maybe are now) ready to do as you have suggested. Later posts will highlight the "state of the art in penal institutions" at the infamous Yuma Territorial Prison. It makes Abu Ghraib look like living at the Ritz.
