About	Are those bars there? I know they are to prevent people from climbing around the pathway to then fail to get into the building thatdoes something very dull concerned with regulation of water levels but - excuse me why would they want to?

Nice shot. Most probably OSHA regulations. It's all about liability. You'll see these on most waterways.

Wow, that does seem a bit much, If it were added since 911 it might make sense but it appears older. Next some barbed wire? Nice sharp photo though.
