They built them afterwards, there are several buildings of that kind. The Promenade Plantee was built in the early 80s. Anyway, when the steam trains once went along this route the Av. Daumnesil must have been a quite smelly place.

30mm was just right for this shot. Beautiful perspective. This is the unused railway line converted to a walkway, right? Did trains used to run between those two buildings? Or did they build them afterwards? If the former, I bet they were glad when the line closed!
