I agree with Randy that the low perspective is important here, then i find the blurry mist around the lamps, the umbrealla and snow all together make a nie mood.

Great composition! Where do I begin? Well the low perspective I guess is what drives this image. The walkway that comes out through the bottom brings you into it and along the frigid path crossed by bands of light from the lamps, with a nice halo effect on the one. The shutter speed, producing a slight blur of the stroller adds life to this otherwise cold, still scene. Another strong element is the dark areas to the sides that pull the picture together. Great toning with the muted 'coffee' tint and the noise present. The faint electical tower is one of those things that you would never think to purposly want there, but if you block it out you see that it also adds significantly to the overall impact. As I look at this I can almost hear the crunch of frozen snow underfoot. Fine piece.
