I see exactly what you mean, Judson. Not really a "fault", though. More a consiously controlled turn to our own "scene in perception" which sometimes, as you say, will focus on something and cut off other things.

Yes, it should be, but sometimes we only think about the beauty of a scene if it is as we imagine, specially in a travel. My fault.

Sigh! The municipal authorities lave to always make the life of the photographer as hard as possible! ;-)

But, BTW... the workers could contribute to the overall interest of the scene? I could imagine a good tension between the running and the working guys. Something like "the difference between the many stories that happen at the same time in such an urban place". Could that be also a good subject?

I agree about the composition, but there were some guys working with maintenance of the "tree galery", so...

Good shot of the everyday life in that place, Judson! The strong light conveys the atmosphere pretty strongly here. The details and textures of all the branches, and especially their highlights support the look and feel of a sunny winter day.

The composition is also OK but here I think that it had more potential. A small turn to the right would help include the "tree gallery" at the right, and would also gave the steet a less "horizontal" direction. Both things would be then stronger leading lines for perspective that would underline your large DoF much better.
