I have found it Harry in full details:
The Obelisk (Dikilitaş) Without a doubt, the Obelisk (Dikilitaş), located in Sultanahmet Square, is the most interesting of the stone pillars that still remain from the Roman and Byzantine eras. The obelisk was originally erected by the Egyptian pharaoh Thutmosis the Third in 1450 BCE, and stood in Ancient Egypt for hundreds of years. The story of how an Egyptian obelisk decorated with hieroglyphics came to Istanbul is rather peculiar. The first step towards bringing the obelisk from Egypt to Istanbul was taken by the son of Constantine the First. Constantine the Great, of course, had founded the city anew, and had many historical monument brought places throughout the empire in order to embellish the city. However, at this time, the obelisk was only brought as far as Alexandria. Finally, one year later, the obelisk was brought to Istanbul by Emperor Julian and placed upon a marble pedestal. Epigraphs in Latin and Greek adorn two sides of the pedestal, while its other two sides display scenes of the horse races that were run in the hippodrome. Hieroglyphics depicting the ancient Egyptian god Amen - Ra and Thutmosis can be seen on all four sides of the obelisk itself. FROM Istanbul.com Saad.

I don't know why,I have the feeling of that it belongs to an older age,the Roman may be,but I have to search for that, you see the big subject in the photo,it is an imitation of that Egyptian column, and I have read some notes on it other than Turkish,it needs our friend Arif Ertan to solve it,my best regards, Saad.
