excellent Harry,
the photo is nothing but a provoker to think about this subject in your own way,it is not important you,me,and others reach the same conclusion,
my own interpretation is within the same field,but not necessarily the same,
five level of height
1-the standing bird
2-the flying bird at the upper right corner
3-the dome
4-the tow minaret with human intervention
5-the lamppost
as you see each have its dimension and concept of height,but hidden there an unpredicted height that stands above all,the FLAG and what it represents,like the law,power,or human eagerness to dominate,

I assume the height is an absolute measure, relative to something, the earth.
The I see:
1-the dome
2-the lamppost
3-the bird on the lamppost
4-minaret 1
5-minaret 2
But conceptual height can also be seen in a religious way.
1-The dome for people to worship God/Allah
2-The bird being a creature made by God
3&4-The 2 minarets to call for Prayer
5-The sky being a symbol for the way to Heaven
