Ok, zoom in on the area you want to start with. enough to see details, then make the cloning tool a little bit wider than the wires.
When you pick the area try to pick something as close to what your trying to get rid of "aka the wires". To me this makes it feel more natural. You can even drag it for a little bit, but as soon as you see a change in color/luminosity ect. pick a new clone area using the same guidlines as before.
Did the same with the lightning. Took a bit above or below and cloned out the wires covering the lighting.
After that use the paint brush and high light where ever you see that wonderful noise. I got close to the lighting bolts but left them alone.
Since the picture was dark didn't have to worry about details a lot. Then I used the remove noise function and every where you high lighted with the paint brush tool, noise will be really removed to a large degree.
Used the same paint brush tool and then picked the lightning bolts but instead of reduce noise I picked unsharp mask. Made them really sharp, almost too sharp...
Then highlighted them again, and used the remove noise function. It gets rid of the noise but since you made the lightning bolts so sharp, they don't loose their "bite" !
I also dodged your lightning bolts a bit, just to make them stand out a bit. I think it took about a half hour or so.
I just got back from work so these "instructions" are given after a 12 hour shift and no sleep. I hope this helps. If there is anything I didn't explain well let me know. Im sure their a lot of other people that might read this, and know a better way too. Everything I learned is self taught so far. This is photoshop elements too.

Hi Larry....didn't understand the problem in the previous shot and went off on my own tangent totally oblivious. I agree with Dave but sometimes we just have to enjoy the shot as it was taken. Mark has done a good job of cloning out the cables and cloning in to repair the lightning. I also agreed with Ron Wilson's comment on the first posting. Well done though Larry, lightning always makes for a good shot. I'll be in touch with you later today or early tomorrow....Very best wishes...Ray
