How do you think this would look if you cropped out the sun, about 25% off the top, and cloned out the sundogs in the left foreground; redo your curve to lighten shadows on facing side of building and give more tonal detail to people; and finally add a neutral gradient to sky w/overlay blending @ 40% to add more drama to clouds (you might tray a shadow burning too)?
There are PS channel mixer techniques that would give you more control and better BW results than desaturation, you can then use another channel mixer adjustment layer to get a sepia tone.

I do get a sense of 'quiet' here. A calm, or stillness before the rush. Good lines, well seen. There doesn't appear to be an issue with exposure on the bottom 2/3rds as such (at least not to my amateur eyes), but the sun does bother me. Maybe a crop?

If you do post the original of this image here dear JT, I wonder how it would look like, as this image to me is having very poor exposure.

Having said so, still this image present a very great composition and perspective.
